Aan de vooravond van de machtsoverdracht van de Amerikanen aan de Iraakse interimregering, gaat Tegenlicht terug in de tijd, naar het begin van de oorlog in Irak. Terwijl de oorlog op het punt van uitbreken staat verdringen journalisten zich voor de poorten van het Arabische nieuwsstation Al-Jazeera in Qatar om te kijken hoe die zender zich voorbereidt op de naderende climax. Eén van hen slaagt erin verder te komen dan alle anderen - de Amerikaans-Egyptische documentairemaker Jehane Noujaim. Mede door haar Arabische afkomst weet zij het vertrouwen te winnen van een aantal medewerkers van Al-Jazeera, en ze krijgt toestemming om hen tijdens hun journalistieke werk te volgen gedurende de eerste weken van de oorlog. Een aantal kilometers verderop bevindt zich het perscentrum van het Amerikaanse leger, en ook daar volgt Noujaim enkele Amerikaanse journalisten, die dezelfde oorlog volgen, maar dan voor een heel ander publiek.
