A város új rendőrkapitányt kap, méghozzá egy nőt. Mind a rendőrök, mind a politikusok között van, akiket ez igencsak zavar azért, mert egy megvesztegethetetlen, utcai zsaru került erre a posztra és másodsorban, mert nő. A rendőrkapitány régi partnere, az igencsak sajátos technikákat alkalmazó nyomozó eközben új partnert kap, tervezi az esküvőjét, de az ex-feleségével csalja a menyasszonyát és aggódik a halott öccse lányáért, aki nemrég végzett az akadémián, ráadásul kiderül, hogy az öccse is sötét ügyekbe keveredett a halála előtt.
