一九七〇年代，走过战火与重建的基隆港，此时正走向前所未有的蓬勃与发展；港里停泊著许多各式各样的商船与军舰，不分昼夜都有大船在进出，船笛声此起彼落，呈现出一片繁华景象，而支撑这一切的，正是一群生活在社会基层的劳动者--- 苦力。 基隆山区发生的一场煤矿灾变，造成许多家庭的破碎，矿坑也因此封闭，失去生活倚靠的灾民，只得扶老携幼离开矿山，结伴来到了基隆港，他们或在码头当苦力，或当杂工，或帮佣等等，从事各种劳动的工作，以“赚流汗钱，吃清心饭”的精神，为自己和家人努力且尊严的生活着；这群孤立无援的灾民、孤儿寡妇，不向命运低头，在逆境中正面思考、互相帮助，勇敢的走向新的人生。
