Serija, snimana u potpunosti u Njujorku, usredsređuje se na gradonačelnika Njujorka - Rendala Vinstona i njegov tim dok upravljaju gradom, mada je glavni čovek zamjenik gradonačelnika Majk Flerti. On vješto drži svoje saradnike u gradskoj kući pod potpunom kontrolom dok nad ličnim životom totalno gubi kontrolu.
