Serija, snimana u potpunosti u Njujorku, usredsređuje se na gradonačelnika Njujorka - Rendala Vinstona i njegov tim dok upravljaju gradom, mada je glavni čovek zamjenik gradonačelnika Majk Flerti. On vješto drži svoje saradnike u gradskoj kući pod potpunom kontrolom dok nad ličnim životom totalno gubi kontrolu. Sa ekipom nevjerovatno različitih likova kojoj pripadaju neurotični portparol, borac za prava homoseksualaca u upravi manjinskih prava, šovinistički šef tima, veoma efektivni računovođa, idealistični autor govora i neustrašivi asistent gradonačelnika, teško je povjerovati da se bilo šta uspješno obavlja.
